PKB Supplier Quality Requirements

 

The following quality requirements shall apply to all purchase orders issued by PKB.

 

Q1

Certification of Compliance must accompany shipment. Certification must include as a minimum: purchase order number, part identification, revision, lot number or batch number, and quantity. This document must be signed or otherwise approved(stamp, etc.) by an authorized individual.

Q2

Items furnished under this purchase order shall be identical to product previously accepted by PKB. No changes in materials, processes, procedures, design, or software which may affect the fit, form, or function shall be made without prior written approval from PKB.

Q3

The Supplier shall have a quality management system that may be documented in a quality manual. Copies of the latest revision of the quality manual shall be made available to PKB upon request.

Q4

The Supplier and his subcontractors shall maintain a calibration system in conformance with the requirements of ISO 10012-1 or ANSI Z540-1.

Q5

The Supplier shall ensure that the personnel involved in the manufacture and inspection of the materials or components are qualified to perform these tasks. Training records shall be made available upon request.

Q5-1          

The Supplier shall ensure that persons are aware of their contribution to product or service conformity, their contribution to product safety, and the importance of ethical behavior.   

Q6

The Supplier shall notify PKB of any Non-conforming product and shall obtain written approval prior to shipping to PKB. Supplier shall have a program in place to prevent the delivery of counterfeit parts.

Q7

If requested, the Supplier shall grant access to PKB, their customer, and/or regulatory authorities to all facilities involved in the order and to all applicable records.

Q8

Records of conformity, inspection reports, material certificates, or any other pertinent quality records that are created and maintained by the Supplier shall be retained for at least 10 years.  Records held for the required retention period shall not be destroyed without PKB’s written concurrence.

Q9

Traceability shall be maintained by the supplier to specific lots, including material types, and shall be made available to PKB upon request.

Q10

Material Certification must accompany shipment. Certification must contain actual chemical and physical data in accordance with the applicable specification and standards.

Q11

Supplier shall provide packaging and preservation in accordance with the best commercial packaging methods to ensure against damage or deterioration of the material or components and for safety in handling during shipment.

 

The following requirements shall apply only when they are specified on the individual purchase orders.

 

Q12

DFAR 252-225-7009 Restriction on Acquisition of Certain Articles Containing Specialty Metals
Certification must state that the materials supplied meet the requirements of DFAR 252-225-7009.

Q13

DFAR 252-225-7016: Restriction on the Acquisition of Roller and Ball Bearings
Certification must state that the components supplied meet the requirements of DFAR 252-225-7016.

Q14

Dimensional inspection reports required. As a minimum, these reports must contain 100% dimensional characteristics and actual results. Unless otherwise specified, sampling must meet ANSI 1.4-2003, single sampling plan, special inspection level S-3, AQL 1.0 or equivalent requirements as a minimum.

Q15

Test Data must be furnished with shipment and must be traceable by purchase order, part number, lot or batch.

Q16

Each individual container must be marked with the material’s useful Shelf life and the date of manufacture or date of expiration. A minimum of 75% of the useful shelf life must be remaining upon receipt at PKB.

Q17

Material Safety Data Sheet(MSDS) Required.

Q18

Material Declaration must be provided that materials delivered against this order are RoHS compliant. This statement must include, as a minimum, purchase order number, part identification, revision, lot or batch number (when applicable), and quantity. RoHS restricted materials include lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyls (PBB) or polybrominated diphenyl ethers (PBDE).

Q19

All requirements of this purchase order must be flowed down to all sub-tier suppliers.

Q20

A flow down from PKB’s customer to the supplier that requires special consideration, including key characteristics. The requirements shall be detailed on the purchase order.

**Restriction on Certain Articles Containing Specialty Metals – per DFAR 252.225-7009.

Any specialty metals used in any deliverable products must be melted in the United Statesits outlying areas, or a qualifying country as defined in DFARS 225.003(10):

Australia, Austria, Belgium, Canada, Czech Republic, Denmark, Egypt, Estonia, Federal Republic of Germany, Finland, France, Greece, Israel, Italy, Japan, Luxembourg, Netherlands, Norway, Poland, Portugal, Slovenia, Spain, Sweden, Switzerland, Turkey, United Kingdom of Great Britain and Northern Ireland.

The definition of “specialty metals” is as follows:

Steel with a maximum alloy content exceeding one or more of the following limits: manganese, 1.65 percent; silicon, 0.60 percent; or copper, 0.60 percent; or containing more than 0.25 percent of the following elements: aluminum, chromium, cobalt, columbium, molybdenum, nickel, titanium, tungsten, or vanadium. (this includes stainless steel)

Metal alloys consisting of nickel, iron-nickel, and cobalt base alloys containing a total of other alloying metals (except iron) in excess of 10 percent;

Titanium and titanium alloys; or zirconium and zirconium alloys.
